作者介紹

Edward Fishman is one of the world’s leading authorities on economic statecraft and sanctions. He teaches at Columbia University’s School of International and Public Affairs and is a senior research scholar at the Center on Global Energy Policy. He also advises companies on geopolitical issues and invests in mission-driven technology startups. Previously, he served in the U.S. State Department as a member of the Secretary of State’s Policy Planning Staff, at the Pentagon as an advisor to the Chairman of the Joint Chiefs of Staff, and at the U.S. Treasury Department as special assistant to the Under Secretary for Terrorism and Financial Intelligence. His analysis is regularly featured by outlets such as The New York Times, The Wall Street Journal, and NPR, and he frequently writes for publications such as Foreign Affairs and Politico. He holds a B.A. in History from Yale, an M.Phil. in International Relations from Cambridge, and an M.B.A. from Stanford.

這本書係為去(2025)年的金融時報與施羅德商業圖書獎”Financial Times and Schroders Business Book of the Year”選書並入圍決選名單,感電除出版本書外,預計今(2026)年第一季會出版另一本入圍新書”Empire of AI”(暫譯「AI帝國」?),如果沒有感電或其他台灣出版社願意引進這些the hottest topics的歐美新書,我不知道何年何月才有機會快速吸收或立刻棄讀(像「科技共和國」、「經濟預測革命」)裡面的論點?

作者Edward Fishman背景係學而優則仕,在拜登政府擔任政策幕僚,當然在川普再次當選總統後,必須返回哥倫比亞任教,兼具實務跟理論;原文書名直譯為嗆點s(意指控制對手咽喉要道致不戰以屈人之兵),但副標題是經濟戰爭時代的美國力量,我發現這本書的前半部敘述非常有趣,一開始從西元前五世紀末爆發的伯羅奔尼撒戰爭,任一方控制著(糧運商貿)航道要隘讓一場斯巴達與希臘聯軍耗盡27年交戰並導致經濟凋敝甚至飢荒投降,道出現今土耳其的博斯普魯斯海峽即是古今台外經濟戰的Chokepoint.

於是乎整整一千年後的1453年,鄂圖曼軍事集團終於攻克拜占庭帝國,首都君士坦丁堡”Constantinople”改名爲深具伊斯蘭風味的伊斯坦堡仍屹立於海峽兩端;想不到在這次的俄烏戰爭再次擔任美國對俄羅斯發動油氣經濟戰的致命打擊(但當年靠著是船艦封鎖,現在則由華盛頓一紙公文設定油價上限就導致俄國影子油輪船隊無法承保而被土國婉拒通過海峽,造成對俄羅斯沈重經濟負擔的一擊)!

然後這本書後續從歐巴馬逼迫伊朗的核武協議的經濟全面制裁開始(雙方好不容易簽署卻因川普第一任上台單方面撕毀,甚至第二任還派戰機突襲性轟炸),而後2014俄羅斯突發性控制克里米亞跟援助烏東叛軍,遭到西方經濟面反擊,甚至到一系列對中國的技術封鎖等;然而話鋒一轉,EF提出他個人仿效金融不可能三角定律而創造的三角不等定律(經濟相互依存、經濟安全跟地緣政治勢力)完美解釋冷戰後的全球化秩序為何在川普上台後突然土崩瓦解?其實他第二任不著調的爆衝表現行徑都被這本書完美預測到!

但由於EF本身是強烈的左翼民主黨立場,故大力讚揚美伊(波斯灣的Chokepoint就是荷莫茲海峽)十幾年前的核協議是一項非常合理的政策,而(第一任)川普政府就徹底破壞該協議,導致該邪惡政權(緩慢)重啟核武的建造(最近美伊轟炸也肇因於此)。EF也非常推崇(老政治家)拜登於擊敗川普上台後,開始對付伊朗會談的談判技巧(然而拜登家族卻在哈馬斯於2022年展開洪水行動襲擊以色列的同時,迅速轉移數十億美元,小拜登的不省心也源自於老拜登早年擔任國會議員時,亡妻車禍致妻兒死亡)!

我是認為人活在世界上,必須深刻體會到的是不可能有人無私地分享自己的資源、金錢、知識或Know-how,在意識下或者更有甚者,包含潛意識下,其大腦急速運作下,勢必會不斷考量這句話、這段文字甚至這些行動讓外人或者公眾理解反思時,會有什麼想法跟衍生思考?如果讀者希望自己的觀點均以事實(而不是意識形態形成的偏見)為基礎,那麼或許可能想把各類型錯誤或扭曲觀點拒之門外,但說實話,這是絕不可能的,只要是資訊,永遠帶著載體的目的!我敢肯定,EF對MAGA風行草偃下,自己可能短期內無法重返美國政府要職,感到無比憤怒,寫書角度也難免偏頗。故古人才明說「盡信書不如無書」?

P.S.本書繁中版應該會是唯一中文版,只可惜書頁QR code失效且似乎註釋內容不盡正確,但瑕不掩瑜,近期非常值得看的好書!
